Shipping by Country not Zone

I'm having a bit of a problem configuring my store shipping options and I could do with some input - Please dont ignore this post any help would be appreciated.

 

The store is UK based and my shipping modules/options are

 

A ) DHL next day (UK customers only)

B ) Regular delivery (UK customers only)

C ) Flat rate for international delivery (International customers only)

 

How do I set this up so that when a user selects "United Kingdom" as their country in their account details when they checkout they are only presented with the UK specific options and similarly anybody ordering from outside the UK only gets presented with the flat rate International shipping option.

 

I've had to disable the "state" drop down as its entirely pointless for UK stores and my clients finds it very annoying - its now just a simple text input box.

 

How can I alter things so that the shipping options are displayed directly as a result of the country selected by the user as opposed to a convoluted overly complicated zone/country association - there must be an alternative to this, its way over-the-top for any store owner outside the US.
