admin area error

Hi

I've searched and found similar errors to this but not this exact one. I've now installed OSC three times on the advice of my ISP but end up with the following error on my admin page. Basically once entering the admin area pretty muc nothing works. Can anyone help.

Any ideas? Really struggling with this.

Try pasting the contents of application_top.php - more info is good. Maybe after looking at the code someone may spot the prob.
