converting a static site to a dynamic site

I have encountered the unusual situation of an abandoned website, <www.tribescarmel.com>. When its webmaster disappeared, its owner was lost, and let it hang in cyberspace for over a year until I came along for its rescue. Now I need to now how to convert this 'static' site into a 'dynamic' site, and get all of that integrated with the shopping cart, and the payment gateway. Janet, I do not understand. If you have hired a specialist already, why do you need our advice? I think if you want to know what is happening when building a site best would be to read the documentation or the osCommerce book by Packt.
