Paypal_ipn_stuck on first step

after i back up the database it reads"whats the best way to back up the database"

I just Exported it

then it reads

"Use phpMyAdmin and run the file paypal.sql."

exactly how do i do this with my php admin

where do i go?

from my guess i clicked on

the sql button

and i ended up in

Run SQL query/queries on database"mydatabase"

am i even close

 

please help
