Number of New Products displayed via 'What's New' box

I have removed the 'New Products for Month Of' segment from my index.php, so there is no display of new products unless you click on the Whats New box..but then every product in the store shows up.

I have tried the configuration setup for this in admin panel, the number is set to 10, but has no effect on the display. One of the contributions I read stated that this might be a bug...does anyone have any suggestions on how to go about fixing this?
