Error When Add Langauge

<_< I got one big problem. The moment I add a new language, the following error messages appeared:

 

Fatal error: Cannot redeclare tep_db_connect() (previously declared in /usr/home/arifmobile/domains/arifmobile.com/public_html/v1/includes/functions/database.php:13) in /usr/home/arifmobile/domains/arifmobile.com/public_html/v1/includes/functions/database.php on line 13

 

For your information, I have added a new directory, new image and set the language in my admin

control panel. Please advice on what to set at the database.php line 13? Thank you in advance.
