No Phone# in email order

I needed to take any verbage about shipping out of ecommerce, as a customer does pick ups only. I succeeded and documented what finally worked. Only problem is somewhere along the way, I changed something for the worse. When store owner gets an order email with customer info on it, there is no phone number anywhere. But if I log into store as admin, the info is there. What php page do I have to paste code back into?

I also notice that sales tax is not being charged upon checkout as it usually does in my other oscommerce stores. Between no phone number on email order and lack of sales tax being charged, must be the same php file I have to fix? HELP!?
