How to add a new language?

I understand that i need

 

Step 1: Set a new language directory, then copy every dir and file from within the english dir to the new language dir. Then i should translate the english descriptions into the new language.

 

Step 2: Log in backend/administration, use the available language interface to add new language.

 

Is that all?

Are there other issues that i should know so as to successfully add a new language?

That should be it. But you should check the contributions section. Quite a few languages have already been done.
