FTP & my root file

Hi everyone, I know this is general sorry! but I really need advice, at the moment I am transfering files via ftp to my root (home/mlqrrjhu/public_html/) but then it says that the public file is forward facing ie that the public can have access! ummm is what I am doing correct or have I just done a big no no?

If you want customers to be able to see these files without logging into FTP or going through some other sort of security, then they must be public.
