linking to a tag in the same page

I'm trying install a link from the top to the bottom of my product_info.php page, and the classic way doesn't work

when I roll over the link when viewing the product, the URL is not built, neither with

cname/pname nor SEO URLs

 

any suggestion to get the full URL in the link?
