Is it possible to have shipping switch to free over a set dollar amount? How?

I would like to have a flat rate for shipping up to $100. Then have shipping for free. Is this possible? What do I need to do?

Not for shipping modules yet? Is there a certain one I should look for? I was curious if it could be done without adding anything.
