how do you make a blank database in phpmyadmin?

I am stuck at the database import stage of the installation. I have my server address, login, and password (I think), but I am not sure what to do with a database. Can someone please tell me how to set up a blank database, maybe with phpmyadmin? Thanks in advance.

In CPanel go to "MySQL Databases" and "New Database" then click "create database."

BACKUP your current files before editing. Did I mention to BACKUP your current files, first?
