Go to the Shipping Module the one you will be using. Like i.e. lets say that you are using a simple Table Rate. go to Admin>Modules>Shipping>Table Rate> in Shipping Rate enter 13:5.00 that means $5.00 for up to 13lbs and so forth and then Table Method Click it to Weight that should it for ya. that is just an example for ya.
