Payment option sometimes is not listed- think I know why but dont know how to fix

we were just running a few checks on our shop and created a few accounts, for some reason if we created an account with a UK address the paypal payment option wasnt listed on the payment information page (paypal is our only method). If I create an account with an address in Ireland the paypal is listed. We are a business based in Ireland and will primarily be selling in the UK so this is major problem for us, any ideas as to what is causing this?

check you settings in admin-->modules-->payment-->whichevermodule and look for the payment zone settings which allow you to enable different payment option to be displayed for particular zones.... (you need to check what is in the zone you have listed, or possibly just leave it set to none)
