Question is, is it really a good reason for it? I mean it's like forcing people to buy up to certain amount before allowing them to check out. I afraid it will backfire. Any real life situation where doing so is appropraite? sure ... certain payment gateways like paypal take a flat fee and a percentage for each transaction.
