Problems with Database users, permissions, images on store

I think I need major help!

 

I was getting the message "Warning: I am able to write to the configuration file: /catalog/includes/configure.php. This is a potential security risk - please set the right user permissions on this file."

 

So, I went to my server to set my permissions, and it says I do not have permission to do the operation...."

 

When I try to go to my store, all of the images are not showing up.

 

I have little knowledge about php, setting permissions, and using database commands. I thought I had everything just fine earlier, but now I don't know what the problem is. Can anyone give me some direction?
