New install asking for credit card info twice; once for osC, once for 2CO ...

osC is asking for credit card info, then confirming order, then going to 2CO and asking for credit card info again. Only payment module installed is 2CO. At one point I had installed the credit card module along with the 2CO module, then I removed the credit card module. Could this have something to do with it?

What module calls the payment modules? Can I backup osC, reinstall from scratch, and restore everything except the module that calls the payment module?
