I was having the same problem (http://www.oscommerce.com/forums/index.php?showtopic=220702) Contact your server admin to have register_long_arrays set to on. My server admin did this for me, so I can't tell you how it's done. For further information, do a search on +register_long_arrays +php.ini HTH. I have been having the same problem and have set the register globals and register long arrays to on. But I still can't get past step 2 on the install.
