Disable Customer Account Creation via Admin

I'd like to add the following functionality to an osc site:

 

* Disable Customer Account Creation

 

- allows you to hide or show the create account button on the login page

-hides the create account button causes the create account page itself to redirect to the login page

-in this mode the only way to create an account is via the admin

-the setting can be set to normal operation so that customer can create accounts

 

I have searched the contributions section but I have yet to find this one, although I have seen it discussed on here before, can anyone point me to the correct contribuition of thread? Thank you.
