Can't get the additional language pack worked...

I just did a fresh installation. After then I d/l the traditional chinese pack from chiwawa. I put all the files and folders to the proper location. I also made some changes in the Localization in the control panel.

 

The problem is when I click the TW flag, my browser will get to a blank page. Anybody know what my problem is? is there something I can work on it?
