Different rebate per client

Is there a way to give special rebates for diffrent client.

 

for example i have client #1 that i want to give 5% rebate per purchase or product. then i have

client #2 that i want to give 7% rebate.

 

is it possible

 

is there a kind of rebate # system

 

or can i give my client a special rebate number and then they get the rebate
