Product Image Fails to upload

I recently had to relocate my site to a windows base server so I'm basically starting over. As I started adding products (wanted to do a few manually before starting easypopulate) I am getting an error when I try to add the product image.

I checked the root/ecommerce/images as well as the root\ecommerce\admin\includes\classes\upload.php and it appears that the permissions are set correctly?

 

Since I changed to the windows based server the permissions look different than the previous unix server I was using. On the old unix it simply showed the permission level. ie 777. However on the new windows server it shows either read,no access or modify for 4 different users. ie aspnet, network service, etc and the permission can be set differently for each one.

 

Any assistance is greatly appreciated.
