Transfering a Cart to an Order

Ok, I've read and read and read and I'm pretty sure I understand the "problem" with paypal and OSC and users not clicking on the "return to whatever" button and autoreturn not working and all that...

 

Now, what do I do about orders that are sitting in shopping carts but paid for? I get the email from paypal telling me I have money from John Doe but never got notified that there was an order. I dig and dig and finally realize that the order is still sitting in his shopping cart -- he never got "returned" from paypal. Is there a way or a set of magic commands I can use to transfer his order from the cart to the order tables?
