If you enabled ssl when you installed osCommerce, but don't have a full ssl cert then you will get that error.

 

You need to edit both configure.php files and set enable_ssl to false in both.

Thanks, I had the same error, and this fixed it right up. What are the risks of not having SSL enabled? Thanks

Depends on how you plan on accepting payments. If you plan on processing payments onsite you will need to have a ssl certificate. If you are planning on processing offsite such as paypal it is not absolutely needed but it does look better.
