Overseas Spending Limit

I have a shop which is based in the UK, but I want to set a minimum spending limit of say ?10/?15 if people are shopping from overeas (i.e. Not the UK)

 

Does anyone know if this is possible using OSCommerce?

 

And does anyone know how to it?
