Table Rate Shipping

Hi, i'm a newcomer to this and have been ok until setting up my shipping costs. (i wish for my shipping costs to be sorted by weight i have entered weights on all products)

 

When in the shop and i go to checkout, the program recognises the hanlding fee but not the shipping cost, i have entered my costs in the table rate section eg 500:20,1000:23,1500:26 and so on which i asume is correct but it still won't recognise it in the actual shop.

 

It also shows No shipping available to the selected country, on the checkout page

 

I would also like to do is ship to 5 different zones all with different shipping cost and can't figure out how to do this aswell.

 

so i'm a bit lost at the moment so if anyone could help that would be great

I am using a three differnt Table Rate Shipping modules depending on shipping method. The tables are "Price" based.

 

I have a question as regards these. Say someone purchases for $100 and above they qualify for free shipping, otherwise shipping is say $10 - no issues doing this BUT here is my issue. If someone purchases for $99 they would have to pay $109 versus someone buying for $100 and paying only $100. Any ideas on how I program into the table that if they buy for $90 and above to only charge a total of $100 including the shipping. (so for $99 they only pay $1 for shipping in the example above)
