Shipping: Table Rate

This is how I have my Table Rate set up for weight:

 

3:1.50,9:2.25,18:3.00,50:5.00,100:8.00,200:10.00, 500:20.00

 

And Everytime I test it, it never gives the proper shipping rate. I have made every item weigh 1 so buy 3 products it costs 1.50 shipping, 4-9 2.25, 10-18 3.00 and so forth. But when I put even 1 product in it puts down 2.25, and even if I put in 7 it puts 3.00. Any help?

admin > configuration > shipping/packaging... set tare weight to zero.

Still cant get the taxes to work though. I set up my taxes like everybody has said to for canada and they still dont get put into the order for people in BC with 14% and rest of canada 7%.
