Offer Discount to Certain Users

Does anyone know if it is possible to offer a discount to users who login with a pre-defined ID number? I have users that I would like to offer a discount to for purchasing a certain number of products. They would have an ID number that I would need to capture during the ordering process and store in the database. This ID number would be tied to their session so that they would get a percentage off of their order after they exceed a certain order amount. They would also get free shipping after a certain amount was spent. I did not see anything like this in the features list, and was wondering if it's possible to configure this.

On my Site, I have the ability to let my wholesale clients log on and view different prices that my retail people. You can customize what they pay for shipping, what they pay per item and even offer additional discounts for purchasing more than one item and you can also give them free shipping. I personally don't know how my tech guy did this, but he is professional and very very good at making changes to the OSC admin section to provide me more functionality.
