no State/Province option for addresses

ok when customers are adding an address they dont have the line to add a 'State/Province'

is there a file someplace that i can edit?

 

supposed to have the site opened tomorrow, without this the taxes will not figure

OK i got it handled... there was a false statement in the configuration/customers/state... changed to true...
