3 general shipping prices

Hello,

 

I am looking to keep things very general as far as shipping goes. I would like 1 price to Canada, 1 to the United States, and 1 international. My products are very small and lightweight, so this would be for no matter how big or how much the order costs.

 

Canada $10

USA $15

International $25

 

It seems I have tried everything. What is the best way to do this?
