stuck on a tax problem

can someone PLEASE PLEASE PLEASE walk me throught how to set up my shop so it ONLY charges tax for people who live in Florida?

 

I've tried every combination in the tax zone, tax class, tax rates area of admin and it still is charging EVERYONE tax.
