AmEX shipping contribution that requires ship to & bill to be the same

I've searched through the shipping contributions but couldn't find what I was looking for and hopefully it does exist and I just missed it. What I need is a contribution that forces my AmEx card users to use the bill to address as the only viable ship to address. I would much rather just remove the AmEx option all together, but I have too many current customers that are using it. Anyone know of anything?
