Newly Installed but getting Warning Message about configure.php

I followed the directions which said

2. Reset the permissions on catalog/includes/configure.php to 644 (if you are still getting the warning message at the top of the page after setting this configure.php files to 644 then set the catalog/includes/configure.php file to 444 which is read only - this happens on some servers that have been updated for security reasons).

But I am getting this message at the top of my catalog page

Warning: I am able to write to the configuration file: /home/designw2/public_html/catalog/includes/configure.php. This is a potential security risk - please set the right user permissions on this file.

So I opened up SmartFTP and changed CHMOD to 644 originally and the message appeared so I went back in and changed it to 444 and hit ok. The message STILL appeared though in the catalog. When I went BACK into CHMOD to check to see it was set to 644 which I found strange so I changed it again to 444 and checked and the message still appeared and once again when I popped open SmartFTP it had changed itself back to 644. Now just staying IN SmartFTP, I can change it to 444 hit OK and then refresh, check it out and it's changed to 644.

How can I make this message go away?

some ISP's do not allow you to change permission using FTP. Go into the File Manager in your Hosting Control Panel and do it from there.

Thanks! I didn't know they were doing that, it worked. :)
