Constantly get redirected to cookie_usage.php

After deciding to use the force cookie option I am constantly redirected to the cookie_usage.php page. However I DO have cookies enabled in both browsers (IE and Firefox). After doing some research I have discovered that it might be my configure.php that is at fault- but not sure what it is! I have posted my configure.php to ask if anyone can see a fault? FYI I am not using ssl at this stage (still testing) and am running on apache / Windows 2003

Any body have a clue about this one?

I changing the cookie path to /. I had it still set 'c:\cookies' (I have no idea what this should actually be and why but '\' seems to work!
