Taxable goods issue

I have my tax set at 6% fl. When I check out I get this displayed:

 

Sub-Total: $60.00

United Parcel Service (1 x 3lbs) (2nd Day Air): $12.04

FL TAX 6.0%: $0.72

Total: $72.76

 

 

I want tax added to the sub total and it is not doing this should be $3.60 and it is only doing $.72 why?

Please someone help me out on this, Not sure what to look at to fix this.

Ok I fixed the issue forgot to make it taxable goods.
