Create Account Address set up

I have an error on a store i am developing. When a user creates an account and hits continue, it then errors: Please select a state from the States drop down menu. The site is set up for UK use, so State is replaced with county etc etc

 

I want to get rid of this and let the county be what the user has entered and not select from a drop down. the drop down that appears seems to relate to the Zones that are set up for the country selected (United Kingdom)

 

I have the Royal Mail postage rates Contrib installed - is this upsetting it as its zone based?

 

PLEEEESE help someone, my head is going to explode - speant all day trying to sort this so far.
