Tom I think so though I am no from wisconsion. For sure no tax on orders outside the US. Is there a sales tax the federal government charges? IF no then not tax for other states. If your client is a business, then they must collect sales tax on taxable items for the state in which they reside, if that state has a sales tax. If they are in Wisconsin, they must collect WI sales tax. If Wisconsin has any reciprocal agreements with other states for the collection of sales tax, they must collect that tax as well and remit it to the department of revenue for that other state. Sales to states not covered by this - no tax collected. So, yes it is legal and normal. Check the State of Wisconsin web-site for the tax amount and possible reciprocal agreements - www.wi.gov.

Tom Our tax rate here, btw, is 5%. But each county in WI also has its own additional sales tax, so your client must charge residents of these counties the appropriate overall amount of sales tax (exceptions are noted on the link below). You can find the current county chart at http://www.dor.state.wi.us/faqs/pcs/taxrates.html#txrate11. I'm in the middle of doing exactly this same thing, setting up a store for a Wisconsin business. You don't need to change any code for this to work, just to set up State (County) zones. If you use the Florida tax-by-county contribution at http://www.oscommerce.com/community/contributions,2046 as a template, you can change it so that it's Wisconsin's counties and the correct tax rates and that seems to work pretty well. So far as I'm aware, we don't have any agreements with other states about sales tax, but please check with your client or with the govt. to be sure, because I might be wrong. And if I am, let me know so I can change it in my store too! :lol:
