Shipping Zone Brain Cramp

Maybe I've been looking at OSCommerce too long, but I'm having trouble translating my shipping rules into OSCommerce.

 

Here are my shipping requirements:

 

Within Canada:

Small packages: $7

Medium packages: $9

Large items: $15

 

 

To the US:

Small packages: $15

Medium packages: $19

Large items: $30

 

 

I'm guessing that I need to use Zone Rates and Table Rates in combination, but I can't figure out how to combine the two of them together.

 

Any suggestions?

Zone 1 would be CA and then you specify the weights and prices and Zone 2 would be US.
