Need help with tweak to shipping

I have been struggling to make a tweak to the shipping charges. My client wants a $5.00 surcharge added if the shipping address is a residential address. I have made changes so that any customer must mark their addresses as 'home' or 'business'. And I've got the shopping cart showing the shipping right. But I'm stuck on the checkout_confirmation.php file and haven't gotten to the confirmation emails. I think I'd rather pay someone with more OSCommerce experience to do it for me.
