This is a potential security risk - please set the right user permissions on this file. All permissions are set to 644. So why is this on my home page??

Have you double checked and made sure that your permissions are actually changing? I would access the files in the file manager in your hosting control panel and both check the permissions and try changing them there to see if you have better luck.. Try setting permissions on includes/configure.php. to 444 Backup before making changes. Backup before making changes! Backup before making changes!! You did do a backup? eh?
