Pallets encouraged, and smaller

I am trying to figure out a logic for this scenario:

 

All shipping is in the US.

 

Items 1, 2 and 3 -- 28 cartons/pallet

Item 4 -- 20 cartons/pallet

Mixed pallet -- presume minimum of 20 cartons

 

Pallet shipped to States A, B, & C -- free shipping

Pallet to any other continental state -- Flat Fee

 

Less than a pallet use Fedex Ground (have account)

 

I'd really appreciate some guidance on this.
