Guest Posted March 12, 2006 Posted March 12, 2006 Big wish: international trade features. It appears that the roadmap for osCommerce 3.0 Alpha 2 components/tasks are nearly all showing a status of complete - including "Legal Legislations." Two huge aspects of import/export are international trade codes and compliance with international trade regulations. I would like to suggest adding two components/tasks into osCommerce 3.0 Alpha 3 for "International Export/Import Compliance Framework" and "International Trade Codes," and a follow-on component/task into osCommerce 3.0 Alpha 4 for "US Export/Import Compliance Framework." If implemented, the "International Trade Codes" component/task could provide a known basis for incorporating additional international trade features. It could simply extend the Product Listing [http://www.oscommerce.info/docs/english/e_product_listing.html] fields to include at least two international trade codes. Two custom fields could also prove useful; for example: ECCN and EAR codes may also be required for US exports. Alternately, a new Catalog subset could be created, using a separate table to hold international trade codes for each product. 1. HS [http://www.wcoomd.org/]/Schedule'>http://www.wcoomd.org/]/Schedule B or HTS [http://www.census.gov/foreign-trade/faq/sb/sb0008.html] 2. EAN [http://www.ean-int.org/]/UPC [http://www.uc-council.org/] 3. Custom 4. Custom The "International Export/Import Compliance Framework" should accept meta-data describing tables for per-country export/import "no sale" and "investigation required" data. It should also have a control table listing for each country its compliance handler(s) and a flag for whether its compliance handler(s) should be used. After all, if nothing will be shipped to or from, say, the USA, why use its compliance handler? (The World Customs Organization [http://www.wcoomd.org/] might be a valuable resource.) The "US Export/Import Compliance Framework" should: - register meta-data about tables for US export/import "no sale" and "investigation required" data with the "International Export/Import Compliance Framework," - define, import, and populate those tables, - and provide compliance handler(s). For the US, the Bureau of Industry and Security provides a starting point for locating relevant data at: [http://www.bis.doc.gov/ComplianceAndEnforcement/ListsToCheck.htm]
