Charging a fee to accept paypal is against the paypal TOS and if they find out you are doing so then they can and will freeze or cancel your account. CC processing fees are a part of doing business and the best way to cover them is to make sure that your prices are high enough to cover your paypal fees along with your hosting, phone and any other costs you have for running your business. I have a toll free number for my customers but I do not add a toll free charge to each order, I just make sure that the prices I charge for my products/services are high enough to cover all my costs so I have enough left over to make a profit.
