Assistance Requested - Module Enchancements?

Hi,

I am a store owner and would like to see if anyone out there has a how to do this:

 

I use the commerce store to sell software. I would like to do the following:

Create a Vendor Code of somesort that a vendor going to the page can put in the code and download the software at a given price. Sort of like a discount coupon I guess, but I would like that the Vendor be able to download the software and the set price is then billed to them.

However I would like the registration to the software to be the client they are installing at.

 

Like:

A Consultant of a VAR would go to a home to install the software, they would register the user and get the vendor discount. then they would get automatically billed to their account.

 

Any suggestions or assistance would greatly appreciated.
