I have two per item shipping prices for all products in a cart. These depend on the country. I have tried setting up two zones, placing the respective country codes in them and putting a handling charge in, without filling in the shipping table. I keep getting the message at checkout "The shipping rate cannot be determined at this time". I have studied this every way and cannot figure it. I just need two shipping charges , one for each zone, and the ability to enter in the Country codes in the respective zones (not all the State codes etc). Also, is there any way to stop the checkout process for buyers outside the countries specified in the zones? instead of letting them checkout with a zero shipping cost.
