404 on checkout_payment

Well the title basically says it all.

Everytime I go to checkout I get the shipping page fine but when I click continue I get a 404 error were checkout_payment.php should be.

I have tried with ssl on and off.

I've just started with oscommerce and have set up a temp store to test it out.

Is there anything that needs to be set up before checkout should work

I basically just set up a couple of my own products and set zones, tax currency etc.

Ok I just reinstalled it and didn't touch a thing and it still happens.

I change permissions on checkout_payment.php to 777 to see what happens and I get a 500 error.

Any Ideas.
