USPS parcial post rate high....

Problem: my parcial post rate is always higher then priority mail rate. When you get a shipping qoute on usps.com, under parcial post it says "Additional Postage May Apply". Well if I apply that additional postage then it matches my site. Is there a way to make it not apply those costs when qouting me a rate for parcial post?

 

If not, how do I delete parcial post from the options?
