language errors

after i set everything up & the install says everything is 100% i get these warnings:

 

on the "catalog" button at the end of the install:

Make sure that the 'languages' folder has permissions of 755, and if that does not work then try 777 (but this is full permissions so only use this setting if you have to).

i changed the permissions & nada. i get the same messages?

it also keeps referencing the "line" that the error was seen on. i've changed the file extention to .txt, wpd. & only .xls puts out viewable lines. is there a better way to read the .php docs?
