Zones for my country

I need for my store and my country, different geographical shipping zones with different rates each one, how can I do that, I have tried Zone Rate Shipping module, but it doesnt give me what I need.

 

For example

Zone 1, $5,95

Zone 2, $17,95

Zone 3, $24,95 ... etc.

 

... so the person can choose it's rate depending on where they live; or OsCommerce, calculates depending on address information.
