PayPal Payment Selection Missing

I have all payments on false except for PayPal. I have filled out the small form of questions asking about account e-mail and such. Now when I try to buy a test product, I can create a new account fine and I receive the welcome e-mail but when I go to check out and pay, the PayPal option is missing completely.

 

The "Payment Method" box is completely emtpy and when I try to continue it says: "Please select a payment method for your order."

 

But I cant...
